Section 10 of RA 11310 (“Pantawid Pamilyang Pilipino Program (4Ps) Act”) mandates the èAV (PIDS) to perform periodic assessment of the program on: (i) the effectiveness of the 4Ps; and (ii) the veracity of the list of household beneficiaries. The PIDS is conducting the first round of impact assessment of the program after the enactment of the law. This impact evaluation round will be the fourth round of impact evaluation of the program since its inception. The evaluation will make use of experimental or quasi-experimental methods to show attribution of measured impact to the program. The fourth impact evaluation (IE4) will have two component studies – the first component study uses the Randomized Control Trial (RCT) sample of the first impact evaluation of the program and the second component and main study will use a Regression Discontinuity Design (RDD) to measure program impacts. The RCT Cohort study is the first component study which measures the “lock-in” effects of the program using the RCT sample from the first round of program evaluation. This IE4-RCT cohort study is interested in analyzing the impact of timely receipt of Pantawid Pamilya program inputs on the health, nutrition, cognitive development, and educational outcomes of children.
