This study sets out to document patterns of public spending on food security-related sectoral outcomes, and examines whether the corresponding programs were cost-effective. It focuses on the President’s Budget for 2026, contextualized within expenditure trends over the past decade (2015-2025). The study traces the connecting links between expenditures to food security, while identifying institutional and governance constraints that may limit effective implementation.
