Under the Philippine Disaster Risk Reduction and Management Act of 2010 (RA 10121), disaster response in the Philippines is carried out through a multi-level and multi-agency system involving national government agencies, local government units, humanitarian agencies, non-governmental organizations, and other stakeholders. Recognizing the need to assess how this disaster response ecosystem functions in practice, this study proposes a process evaluation of disaster response operations in the Philippines.
